Moalboal Mayor Inocentes Cabaron expressed strong support for the proposed safety measures under the Draft Moalboal Freediving Management Ordinance of 2025, stressing that stricter standards are essential to protect both visitors and marine ecosystems. He emphasized the need to adopt the Philippine Commission on Sports Scuba Diving’s recommended safety protocols and require regular training and capacity-building for all freediving operators and guides to ensure consistent implementation on the ground.
Mayor Cabaron said the local government will encourage continuous capability-building activities with PCSSD and other partners so that Moalboal-based instructors, guides, and establishments remain up to date with national Quality, Health, Safety, and Environmental (QHSE) standards. By investing in training, he added, the municipality can better prevent accidents, improve incident response, and demonstrate that Moalboal takes diver welfare and marine conservation seriously.
Municipal Tourism Officer Liz Arden Aquino, for her part, welcomed the PCSSD inputs as an opportunity to further strengthen Moalboal’s image as a responsible and high-quality freediving destination. She noted that integrating national standards and sustainable practices into the ordinance will help position Moalboal more competitively in the tourism market, attract discerning domestic and international travelers, and reassure partners that the town is committed to safe, well-managed marine tourism.
