The Municipality of Moalboal and key community stakeholders have formally signed a multi‑party Memorandum of Agreement (MOA) launching the “Adopt‑A‑Coastal‑Barangay” Project in Barangay Saavedra, Moalboal, Cebu. The agreement covers the use of a 150‑square‑meter property in Sitio Bangag, Saavedra, as a coastal outpost and hub for marine protection, monitoring, and community extension programs. The initiative is jointly undertaken by private parties Leonard Psalm S. Yap and Nigel Psalm S. Yap, Barangay Saavedra, the Philippine Coast Guard District Central Visayas, the Philippine Coast Guard Sub‑Station Moalboal, the 202nd Squadron of the Philippine Coast Guard Auxiliary, the Saavedra Fisherfolk Association, and the Moalboal Tourist Police.

Under the MOA, the 202nd Squadron PCGA will spearhead the renovation of the existing outpost facility at Sitio Bangag and donate lifesaving appliances and other essential equipment for its operation. The PCGA will also support a suite of marine‑based programs such as Maritime Safety (MARSAR), Maritime Community Relations (MCOMREL), and Marine Environmental Protection (MAREP), along with community initiatives including mangrove planting, coastal clean‑up drives, and livelihood projects. Upon completion and formal turnover, all structures, lifesaving equipment, and other improvements introduced by the PCGA become property of the Barangay Saavedra LGU, to be administered in coordination with the Saavedra Fisherfolk Association for the benefit of the community.

The MOA likewise sets out the responsibilities of each party to ensure peace and order along the shoreline, assist tourists and beachgoers, coordinate responses to maritime incidents and typhoons, and strictly enforce rules protecting the marine sanctuary and coral areas. Local officials and partner organizations hailed the signing as a major step toward stronger maritime safety, improved coastal law enforcement, and sustained protection of Saavedra’s marine resources and tourism assets.
