The Bids and Awards Committee (BAC) Office in a Local Government Unit (LGU) is the body responsible for managing and overseeing all government procurement activities in accordance with Republic Act No. 9184, otherwise known as the Government Procurement Reform Act. It serves as the central mechanism that ensures public funds are utilized efficiently, transparently, and in full compliance with existing laws, rules, and regulations.
The BAC Office is primarily tasked with planning and supervising procurement processes. It reviews and consolidates the Annual Procurement Plan (APP) to ensure that all proposed procurements are aligned with the approved budget and authorized appropriations of the LGU. It determines the appropriate mode of procurement—whether through public bidding or alternative methods—and ensures that the chosen process is justified and lawful.
In the conduct of public bidding, the BAC Office manages the preparation and posting of bid opportunities, facilitates pre-bid conferences, receives and opens bid proposals, and evaluates submissions based on legal, technical, and financial criteria. It identifies the Lowest Calculated Bid or Highest Rated Bid, as applicable, and conducts post-qualification procedures to verify the accuracy of documents and the capability of the bidder. After thorough evaluation, the BAC recommends the award of contract to the Head of the Procuring Entity, typically the Municipal Mayor.
Beyond competitive bidding, the BAC Office also handles alternative modes of procurement such as Small Value Procurement, Negotiated Procurement, Direct Contracting, Shopping, and Emergency Procurement, when circumstances warrant and when permitted by law.
The Office maintains complete and organized procurement records to ensure audit readiness and accountability, particularly during inspections by oversight agencies. It also promotes transparency by allowing observers from appropriate government agencies and civil society organizations to witness procurement proceedings.
Through these responsibilities, the BAC Office plays a crucial role in safeguarding public resources, promoting fairness and competition among suppliers and contractors, and maintaining integrity and public trust in the procurement system of the Local Government Unit.
